I'm sorry, it was very incorrect of me to state that he "publicly announced". Big mistake on my part.Do you have a link for that?
But here are the links to several articles that mention Mr. Jabari's involvement in working towards a long term truce.
Israel is currently occupying the occupied territories so I'm sure a good number of people won't cease hostilities permanently until that is rectified. They should just get it over it and implement the two state solution.I know this because they voted for Hamas, and the Hamas charter says so, too.

Photo: REUTERS Protesters stormed the headquarters of the Muslim Brotherhood's party in Alexandria on Friday, throwing chairs and books into the street and setting them alight, after the Egyptian president granted himself sweeping new powers.
Supporters of Egyptian President Mohamed Morsi and opponents also threw stones at each other near a mosque in the city, Egypt's second largest, a witness said.
Two cars had glass smashed as the clashes moved away from the area.
In Port Said, another port on the Mediterranean, hundreds of protesters gathered outside the Brotherhood's Freedom and Justice party headquarters and pelted it with rocks. Some tried to storm it but did not enter, another witness said.
In Cairo, thousands demonstrated against the decree issued on Wednesday night.
Morsi called "pharaoh" for seizing new powers
Morsi's decree exempting all his decisions from legal challenge until a new parliament was elected caused fury amongst his opponents on Friday who accused him of being the new Hosni Mubarak and hijacking the revolution.
Morsi's aides said the decree was to speed up a protracted transition that has been hindered by legal obstacles but Morsi's rivals were quick to condemn him as a new autocratic pharaoh who wanted to impose his Islamist vision on Egypt.
"Morsi a 'temporary' dictator," was the headline in the independent daily Al-Masry Al-Youm and hundreds of protesters in Tahrir Square, the heart of the 2011 anti-Mubarak uprising, demanded Morsi quit, accusing him of launching a "coup".
Buoyed by accolades from around the world for mediating a truce between Hamas and Israel, Morsi on Thursday ordered that an Islamist-dominated assembly writing the new constitution could not be dissolved by legal challenges.
if it was the intent of the IDF to wipe out the Gazans (as some have claimed) then they really did a terrible job of it. Think about it for a second, there were more than 1500 airstrikes, plus naval and land-based artillary bombardment over the space of several days and the total number of killed is of the order of 160. That works out as about ten airstrikes per fatality (civilian or millitant). That's absurdly low for avoiding all casualties. Let alone for one that's actually targetting the millitants and not just pulverising their infrastructure.

Observation: Win-win for Israeli leadership and Hamas?

It is possible that Israels current leadership and Hamas may be in a
cooperative win-win situation for the coming period. Hamas needs time to achieve a number of goals:
#1. Renew and upgrade the missiles and other weapons it has so that in the next round they will be both more deadly and less subject to detection and destruction by Israel.
#2. Build on the results of the last round with Israel to extend the influence of Hamas in the West Bank.
There may be other benefits to Hamas in postponing the next round. Right
now they are at odds with Iran over their decision not to support Assad. If
the situation in Syria reaches a conclusion in particular should Assad
fall Iran will be very interested in showing that they still are teamed up
with leading players and not just secondary elements (eg. Islamic Jihad).
The Israeli leadership wants essentially only to show quiet.
While there may be Israeli talk about weapons smuggling even possibly some headlines about a few weapons being intercepted by Egypt - the quiet for quiet Israeli demand relates only to the use of weapons not their deployment. This goes beyond weapons and military infrastructure in the Gaza Strip.
It may also apply to security on the border. Hamas, for example, may very well take measures to prevent rioting on the border fence in order to facilitate conditions allowing Gazan farmers to work all the way up to the fence. The ability to prepare for the next round of war against Israel literally up to the fence without interference could be a deadly benefit for Hamas in the next round. But until the shooting start, the quiet fence will be cited by the Israeli leadership as a success.
To be clear it is not that the Israeli leadership is knowingly jeopardizing the Jewish States security. They are confident that Israeli intelligence will effectively monitor all developments and that the IDF will be prepared to successfully address whatever challenges arise.
Or as the saying goes, Yihyeh Bseder (it will be ok).
