Just FYI, this island is a major communications hub. In 1973, it housed the U.S. Navy's Communications Area Master Station (NAVCAMS), a Top Secret facility that I worked in, and a major node on what was then called the AUTODIN Network. In addition, when North Vietnam descended on South Vietnam, and they started evacuations, Guam was a major stop-over for the Vietnamese fleeing their country - (even though later they wanted to go back). Guam also was the site of several top-secret communications tests that I won't even get into here. Soviet [or any] submarines can't get near the western coast of the U.S. without being detected, and if it wasn't for this island, many Chamorro would be whistling I LEFT MY HEART IN TOKYO.

Since the start of the 80's, Guam's strategic value has been vastly outpaced by its cost. Your top-secret comm base could/should/ought to be supplanted by a single spy satellite in orbit, if it hasn't been already... It was worth it back in your day, when the Pac Rim was the hot spot of geopolitical matters, but that spot has shifted westward in the past three decades.
Guam still gets huge annual transfer payments from the Federal Treasury (CIA Factbook lists $143 million in 1997; more than five times the $$$ you're crabbing about SETI getting in its lifetime, and that's just in one year!!), and yet its citizens pay no income or excise taxes to the US; the Guam Treasury gets that money for itself, too.

Then why don't they call it the Law of Evolution, or something?

(I just plain call it "wrong", myself.)

I get tired of hearing: Gravity, the Theory of Gravity, the Law of Gravity --- if there's a difference --- make up your minds then.

Stuff falls at 32 fps[sup]2[/sup] --- or 22 mph[sup]2[/sup] --- until it attains terminal velocity --- or something like that.

Newton's Law of universal gravitation:

Because Law also generally refers to a different sort of thing. While a law and theory are very similar, typically the word "law" is tacked on to explanations that are very short, often a single sentence or equation, while the word "theory" is tacked on to those that are more involved.

For example, Newton's law of gravity is extremely simple:

All objects are attracted to one another's center of mass with a force proportional to the product of their masses and inversely proportional to the square of the distance between them.

Or, equivalently:

F = -Gm1m2/r^2

Einstein's theory of gravity (dubbed General Relativity) takes quite a bit more work to explain, which is why it's called a theory.

But in general the difference between "Law" and "Theory" is so thin that it doesn't actually matter. The biggest thing that determines whether something is called one or the other is history.
