Yes, someone you are close to in reputation. Or you can swap 1 for 2, 2 for 4, etc....depending on how many reps the swapper has.

well.. sorta, you do or can. Alot of who you trade with depends on your rep scores & how compatible you are with the other person - & how many reps you have to swap.
