No it has not. God decreed from eternity all that was, is, and will be. Nothing in God’s eternal plan for His ultimate glory to be realized requires change. If God must change His future then He is not omniscient, nor omnipotent, and we are all still lost in our sins. Knowledge without power is weak, and power without knowledge is dangerous.
God, on the cross, said, “it is finished”, not “it is finished…I hope.”
