Not too bright, if he thinks Kim actually made a commitment to denuclearize. More likely, he's saying what he was told to say, and knows better.
Kim has promised this stuff before:

Here it is, from the "agreement":
"Reaffirming the April 27, 2018 Panmunjom Declaration, the DPRK commits to work towards complete denuclearization of the Korean Peninsula."
When Obama put together a coalition to end Iran's nuclear weapons program, the Iranians responded with the same sort of eyewash.
Which got them nothing. Only until they dismantled their program, and poured concrete into the reactor being used to produce weapons-grade material, did the coalition agree to release frozen Iranian assets and let them sell oil on the world markets again.
If Obama had been satisfied with a mere "we'll work toward ending our weapons research" guess how that would have worked out. Guess how Kim's promise is going to work out.
