Love cannot be grasped, except through God.
It's actually "God cannot be grasped except through love." From the author of "The Cloud of Unknowing."

Love from God is not always felt, as in the case of someone going
through the "Dark Night of the Soul," as Mother Teresa did.
However, such persons know that God loves them despite not
receiving the feeling of His love.

It's actually both. Think about it.

A person can feel love from another, but not from God. I'm sure many victims of the holocaust would agree.
Other than getting into the four words for "love," I'll just address God's love, "agape."

Agape love can only come from God. We don't have the capacity to "agape(love) as God loves.

We can love God as with our whole heart, our whole strength and our entire being, but it's still
not "agape," as God loves us, nor as we experience His "divine," love.

Are you saying that no human person can love with agape love?

Jn 14:23 - Jesus answered him, "If a man loves (agape) me, he will keep my word, and my Father will love (agape) him, and we will come to him and make our home with him
Jn 1512 - "This is my commandment, that you love (agape) one another as I have loved (agape) you.
Jn 17:26 - I made known to them thy name, and I will make it known, that the love (agape) with which thou hast loved (agape) me may be in them, and I in them."

?? - as 3 examples.
