Non-voters have less faith in the electoral system than voters. Non-voters say they don’t vote for many reasons, including not liking the candidates and feeling their vote doesn’t matter. Compared with voters, they have less faith in the electoral system, don’t feel they have enough information, and are less likely to think increased participation in elections is good for the country. They are more likely to think “the system is rigged.”

I pray for our country and I vote. God knows how I vote. When we give money to charities, we don't know how much good it does. Will we stop giving just because we can't see the results? When we share the word of God, we might not see the results. God gives rhe increase.

People who move frequently, usually renters, often don't register in time to vote year by year.
If you live in a lopsided state (I think Trump won our state by 25%) voting is discouraging, to say the least, but there may be referendums that are important. In 2016, we had a medical marijuana referendum, for example, and I knew if Trump became president anxiety and depression would go through the roof, so that was a reason to vote. LOL.
This year we have a gerrymandering citizen referendum. Progressive votes have been literally gerrymandered into meaninglessness--and the referendum calls for a non-partisan committed to set districts. Fairness would encourage more to vote in every state.

I usually only make an effort to vote if there are local issues to determine. I've never lived in a swing state or even swing district, so everybody knew who was going to win as soon as the primaries were done, which I did occasionally vote in.

Given that 3 million more citizens voted for Clinton than Trump in the 2016 Election, what changes have been made in the electoral system to convince them that in the 2020 Election, their vote will actually count?

The President is the only elected office in America whereby the popular vote is ignored and the runner-up gets rewarded - apparently the electorate has trouble understanding the logic behind this convoluted system where its the state in which one votes that can carry the most weight, while in a democracy the national popular vote counts for nothing!

Voting at a local & state level matters, voting in presidential elections only matters if you live in a closely contested swing state or if your state is one of the fortunate 2 states that apportions electoral votes.

If you're a republican living in a deep blue state, or a democrat living in a deep red state, you deciding to show up or not show literally doesn't make a bit of difference (apart from news outlets on either side wanting to tout popular vote statistics when it's politically convenient)
