This question is commonly asked by Catholicsand Christians alike. The answer to why God created the devil lies in the notion of free will.

Did God Create the Devil for No Reason?​

Father Spitzer explains that God wanted to create free creatures. This means that both angels and humans are rational beings capable of using an intellect and a will.

Yet, in order to make free creatures, God had to make them actually free! This means free creatures have the choice to either accept or reject God’s love and love others or cause suffering.

In the case of humans, without the ability to choose, it would be impossible for us to exist as rational. Our choices are what make us who we are. Yet, since the devil is an angel and immortal, his choice is a choice of permanent evil.

I asked my old pastor the same question in other words viz. "What did God create the devil for?"

He thought for a minute or so and then shrugged. "Oh, he's got a job to do I suppose".

What's missing in Fr. Spitzer's explanation is whether God knew that Satan (aka Lucifer) whould fall or not.

Since God is omniscient then He would have known full well that Lucifer would become entirely evil, but He went ahead anyway.

And after the battle in heaven, He cast Lucifer down to earth. Now I could hardly think of a more certain way to introduce sin into the world than to put the deceiver right next to the naive human race.

The plan was God's alll along, including the fall of the human race.

Plus of course the sacrifice of God the Son on the cross.

The ultimate responsibility is God's.

God created angels without telling man when, why, or how. They are His mighty servants and could be literally ageless beyond the concept of time. One of them was named Lucifer (son of the morning star). Wherever he was assigned is not specified, but from Isiah 14 we can learn Lucifer invaded Heaven to take over God's throne, but failed. That was a sin similar to blaspheming the Holy Spirit without mercy from God. Opposing angels cast Lucifer to earth, so all that happened after our planet was created. On earth among ancient people Lucifer lost his holy name that was replaced with "Satan", AKA "Devil", the opposer of good.

Why did God tolerate his existence? All living beings in God's class of beings are eternal beings. We are eternal beings, existing forever. If God terminated one eternal being's state of existence, all could be exterminated, even Jesus. and angels, and possibly Himself!

The prime directive for mankind is to be prepared (in Christ every moment) for the last days, for many that is next hour, tonight, tomorrow, and the days to come when we die in the body.

He created Lucifer to hold a very powerful office among the angels., having a glory above all other angels. Instead of giving God glory, he took glory upon himself, and will do it again. He is not bound in hell, but runs loose far beyond what he did to Job, while many of his fallen angels who took part in the heavenly rebellion remain chained in the bottomless pit until the last days (see Revelation). The last days will have them all unleashed upon the earth. Woe unto the people of earth in that future time, maybe beginning tonight. No human nor probably even His angels knows yet.

God indeed is all-knowing, and eternal. His love desires us to come and partake in His goodness, so He creates. His goodness presupposes enduring safety. The primary reason God creates is for us to know Him, love Him, serve Him, and be with Him forever. That precedes everything else. Within it is a powerful functional free will. Such free will is so mighty a gift, that it can purchase an infinite Being out of nothing. The free will is so powerful that God cannot tamper or bend it. So, He is helpless over it. In the free will lies the capacity to make blessed choices or depraved choices; in it lies good or bad, to draw and be a great partaker of His Divine nature or be lost. It is up to the being. Yet, God always intervenes with supporting grace to save. Yet, it is rejected. So, whatever the outcome, God is not to blame.
