God used Satan to demonstrate the power of the cross, 1 John 3:
8 Whoever makes a practice of sinning is of the devil, for the devil has been sinning from the beginning. The reason the Son of God appeared was to destroy the works of the devil.

If you are not on Satan's side but on God's side, you are okay, Romans 8:
28 And we know that in all things God works for the good of those who love him, who have been called according to his purpose.

God did not create satan, God created His most beautiful creation (angel/cherub), but God allowed satan to become evil.

There is a belief, that after God creates (angels/Adam, Eve), God give His creation the ability to be confirmed in righteousness or confirmed in sin. It is seen that satan along with other angels were confirmed in sin, while other angels were confirmed in righteousness.

The Bible records the continual battle for God to reclaim what is His even though man prefers to make it all about us, typical adversarial thinking focused on self.. Seems that being adversarial to the will of God has always been a problem for God, especially with His elohim. That is to be expected when creation as we know it is built upon a foundation of good and evil. Awareness of the fact changes everything. Even Jesus met with God's creation, the Tempter to be tempted into putting His own will ahead of the will of the Father. We are shown that an adversarial spirit is changeable if we repent of it, understanding how it works in producing self interest and why we should change our ways. Obviously the Satan of Christianity has no desire to change but we can.

The basic question, is a speculation.
Whatever the answer to this question is, I would not consider it a core christian doctrine.

If the verses you posted was all there is then I would understand "God does whatever he does". What is man that you are mindful of him.. that you would even reason together with him? That you GOD would give him dominion over the works of your hands. That you would leave heaven become your creation and take all the punishment. Everything He does is good for He is a spirit and not man yet man is in His image.

Maybe here on earth at times it is like as it is in heaven meaning there is path we hmm would be better off taking but we can freely jump off it and make a new one. God tempts no one. Satan was like no other yet sin was found not made by God but found in him.

I get confused no offense sometimes at some of the posts you make asking. At times I wonder.. is he trying to teach something here because it reads like that yet things are left out. Is he trying to get you to look into your self awesome yet you tell us what He really said and meant (at times.. though we all do this huh). It does seem you just put out those questions many ask. If it gets one to look study .. then it works.

Isaiah 14:12-15 (NIV): "How you have fallen from heaven, morning star, son of the dawn! You have been cast down to the earth, you who once laid low the nations! You said in your heart, 'I will ascend to the heavens; I will raise my throne above the stars of God; I will sit enthroned on the mount of assembly, on the utmost heights of Mount Zaphon. I will ascend above the tops of the clouds; I will make myself like the Most High.' But you are brought down to the realm of the dead, to the depths of the pit."

Ezekiel 28:12-19 (NIV): "You were the seal of perfection, full of wisdom and perfect in beauty. You were in Eden, the garden of God; every precious stone adorned you: carnelian, chrysolite and emerald, topaz, onyx and jasper, lapis lazuli, turquoise and beryl. Your settings and mountings were made of gold; on the day you were created they were prepared. You were anointed as a guardian cherub, for so I ordained you. You were on the holy mount of God; you walked among the fiery stones. You were blameless in your ways from the day you were created till wickedness was found in you."
