What's His rationale behind doing so, and what's the point of it?
Did you ask Him?
If I was all powerful, and I was the King of kings, God of gods, I would (humanely) want a people for myself. Sure, I have my angels - my "soldiers" that are [supposed to be] "ride or die" for me, but I want my own "seed."
Inclusively, the "right seed" needs to be tested to show who would truly want to be with me. After all, God doesn't use magic(k); He does things according to their season, and according to their natural progression - no matter how supernatural it seems.
I would imagine God created us to experience Him fully - to bask in Him. Angels are already "spoiled" by Him; He made us to experience Him fully - whether that be patience, trials, horror, laughter, sorrow, grace, faith, "miracles," etc. Some of my best moments were when I have been so low, but I wake myself up from sleep by laughing. When you wake yourself up from laughing in your dream, you realize God at least gave you that piece of peace/happiness/hope. He is there, and He created us for a GOOD reason - not to be simply avatars.
