what nation or group spends the most money per capita - in absolute ($/person) and relative (% income /person) terms - on actually getting into the heavens, ie. Launching rockets, orbiting payload tonnage, and otherwise escaping earth into the heavens beyond?

maybe those with the most money in absolute terms aren't them spending the most on literally going to heaven? Statistics? Surprises?
