Here is an excellent article on the Scapegoat. It is a very well-done study on the 2 phases of the Day of Atonement sacrifice. In short, one goat is for penalty and the forgiveness of sin and one is for the cleansing and removal of sin.

Part 1. https://www.cgg.org/index.cfm/library/article/id/1733/azazel-goat-satan-christ.htm

Part 3. https://www.cgg.org/index.cfm/libra...fills-azazel-goat-satan-christ-part-three.htm
Part 4. https://www.cgg.org/index.cfm/libra...lfills-azazel-goat-satan-christ-part-four.htm
Part 5. https://www.cgg.org/index.cfm/libra...lfills-azazel-goat-satan-christ-part-five.htm

Summary:

1. Sin offering: 2 goats 1 sacrifice. both goats accomplish the sin offering, there are 2 steps in the sacrificial offering, meaning there are 2 stages of the DOA, The sacrifice & the removal. Both sacrifices are unblemished innocents. This does not apply to Satan, Satan is not an unblemished innocent.

2. 1st Goat "For the Lord...." to satisfy the claims of God's Law.

3. 2nd Goat "For Azazel "for removal, departure or disappearance" of sin. Azazel is not a name or person, Satan, that comes from the Book of Enoch & a Muslim source.

4. The Day of Atonement - is the second service that has 2 animals for 1 sacrifice. The other is in Lev. 14 the 2 dove sacrifice. They are Patterns and Parallels of the same thing.

5. The Day of Atonement is a community event about Community Sin, individual sin is dealt with during the year, and the DOA is about the group. The DOA symbolizes when the sins of the church are completely removed at the end of Days.

6. N.T. "If we confess our sins, He is Faithful and Just to forgive us our sins and cleanse us from all unrighteousness. "

Two animals representing different elements: 1) forgiveness, and 2) cleansing (removal) of sin in the two cleansing ordinances:

Lev 14:5-7 - water for cleansing of the leper, in which the first of two birds was slain and its blood dripped into water----where
the elements-----represent

bloody water of slain first bird-------------------------------------- |Blood of slain Christ
second bird fastened to cedar stick with scarlet yarn,
dipped along with hyssop into blood of slain first bird---- |applied (hyssop) by faith
sprinkled-------------------------------------------------------------------- |cleanses
seven times----------------------------------------------------------------|completely,
second bird released---------------------------------------------------|removing sin.

Lev 16 - cleansing of the tabernacle from its defilement by being in the midst of a sinful people----where
the sin goat was slaughtered as a sin offering for the people (Lev 16:15),
the scapegoat was released into the wilderness, cleansing (removing) their sin from the tabernacle (Lev 16:22).
