I think a rifle would be the best weapon against zombies. One would want to stay out of biting range of said zombie, and have the ability to destroy its brain (shoot to the head). Since Zombies will be intermingled with humans, strategic bombing or liberal use of artillery would cause significant collateral damage. A rifle will allow one to destroy a zombie, while keeping collateral damage to a minimum, and keeping the zombie at a range that ensures that it will not be able to launch a counter attack. Firearms have an advantage over flame throwers, not only in range; abut also because one can use silver plated bullets to defend against were-wolves, as well as zombies. Both the zombie and the were-wolf menace have been known to act cooperatively in the past (although admittedly, fire is more effective against mummy attacks, this is where early recon is vital).
Since zombies tend to roam in large packs, an auto loading rifle with a large capacity magazine would be preferable to a bolt action. A fully automatic rifle is not needed though, as the decrease in accuracy offsets any increase in increased rate of fire.
I personally would pick a Colt or Bushmaster AR-15 as the preferred anti-zombie defense device.
I think a 9mm handgun would make an excellent side are to go along with the rifle. I prefer Ruger’s line of auto loading pistols myself.
Finally, for close quarter defense nothing says “come get some you undead abomination” like an old fashion Louisville Slugger with a half dozen 20 penny nails driven through the heavy end. One might want to look into silver plating the spikes, just in case of were-wolves. Another handy accessory would be garlic sauce, as a liberal application of garlic sauce makes an enhanced Slugger 92% effective against vampires, in addition to zombies and were-wolves. Some might prefer holy water to garlic sauce (holy water does have a higher rate of effectiveness against vampires, at 98%), but I prefer garlic sauce, as it is also tasty for dipping bread sticks, or with noodles.
As far as anti zombie tactics, the mindless undead has traditionally preferred to overwhelm its prey in mass attacks, often with blood curdling moans of glee at the thought of devouring its prey’s brains. Historically negotiation has always failed when applied to the mindless undead, as well as extortion, or threats. The living dead do have a critical weakness, lack of mobility. It is important for the living to not take a static defensive stance. Once the undead locate the living, they will attack in never ending waves without fear or concern for personal attrition. No matter how secure a defensive position may appear, the living must not abandon their mobility, as they will eventually be overwhelmed and devoured by the mindless hordes of the living dead.
