I am only guessing that the Office of Apostle other than Missionaries and Prophet revelation(scripture) was no longer needed in the Church overall after the Foundation of the Gospel was laid in Acts. It is possible that persons can have prophecy to expose hidden sins and warm the local church of danger. An Apostle today is a Missionary whom a Church sent out to win souls in the world.

1 Corinthians 3:11 For no other foundation can any one lay than that which is laid, which is Jesus Christ.

In Bible times they would dig down to Bed Rock( Christ ), lay down a foundation up to grade of stones and rocks with corner stones( which consisted of the Old Testament Prophets and the Apostles of Jesus.

There are other translations that use the word complete in place of perfect.

A Foundation can get completed.

Yes, the foundations were laid in the 1st century, yet the infiltration and hijacking of the faith was instigated in the council of Ephesus in 431 AD.

The spiritual body of Christ has been over run by the Jezebels and so it remains a Jesus declared, that Elijah must come to restore all things.
