I think you're on the right track that this wasn't Nero. Adam Maarschalk has done extensive study on this.....and his conclusions are what are making the most sense to me.

  • a strong rejection of the Prince of Peace and His call to be peacemakers
  • clinging to Mount Sinai, the Jerusalem below, and the kingdom that could be shaken instead of embracing Mount Zion, the Jerusalem above and the kingdom that couldn’t be shaken (Galatians 4:21-31 and Hebrews 12:18-29) ~ Revelation 13 – Pursuing Truth
