He's doing what is necessary. He hides behind such that the qualified will be qualified. There's a reason why all the covenants are tied to Law and Faith. It is because humans need faith and obedience in order to live an eternity in heaven. And this can only be told openly (under the witnessing of the angels and selected humans) when God hides Himself behind.

Those who have faith will thus be qualified. Those who rely on knowledge may fail due to the lack of intelligence in figuring out God's intention. You choose to eat from the tree of knowledge, the same day you shall surely die.
