Having had a quick scan through the refs with the 'toebah' usage- its seem to be tied with unrepentant sin that people will NOT budge form even after God has sent a warning; 'toebah' seems to be the step over the line into this and consequences will happen even if you sorry once your there and remember me.
I think the OT hebrew concept is far eaiser to get at.
In the NT it seems to be attached to an anthromorphized concept of sin that was either an entity or has become an entity over time and that is very hotly contested as to what this is in theological/ biblical scholar circles. I tend to go with Walter Wink on such things.
