The reason is that a single human life time is but a fraction of a second compared to the amount of time required to achieve the kind of changes you wish to observe in a single life time.

One doesn't evolve a chimp-like primate into a human in only a decade.

Planetary Nebulae are a specific type of nebulae: a late stage of stellar collapse. That's a different beast than the Giant Molecular Clouds which give rise to Protostars. It may share some characteristics, but the two are not equivalent.
