You tell me why He chose the 12 He chose then please.. Scripture does not tell us why He chose who He did.. I cannot guess or speculate as to why and have it as sound truth but an opinion..

He chose them before they were eye witnesses to Him He sent them after they were eye witness to Him. He spent three years ministering to these because they were to go into all the world and preach and teach Men Christ. The faith that men have is to be in Christ and not in a group who states they are the only way.. Jesus had a reason - they were witnesses. Jesus had no reason - he chose whom ever he chose, just because.
Why 12? I don't know.
I believe it has something to do with a reflection of the 12 tribes. Why choose? Because Jesus wanted the faith to be kept rightly. To maintain a way of making sure that true faith is kept. Jesus appointed leaders. The leaders themselves discuss the attributes of leaders. Paul tells us to follow our elders. Paul tells us the type of man who should be a bishop.
Why not Mary? The roles of men and women in the church differ as men and women's roles in the family differ too.
