Instruction is from the father. Instruction is imparting knowledge. seems to me it means that the do's and dont's are learned from the mother and after those years the father teaches why. Just a guess.
The Hebrew word for "law" in Proverbs 1:8 is "Torah". It is possible that the "mother's rules for her children" that ewq1938 mentioned is the Torah of YHWH.
