Instruction is from the father. Instruction is imparting knowledge. seems to me it means that the do's and dont's are learned from the mother and after those years the father teaches why. Just a guess.

"Mother's law" is Torah emcha. Since Torah is more properly translated "instruction" or "teaching," it should be clear.

Interesting, the "instruction" which comes from the father is Musar. It is an ethical and relational teaching.
