This Jesus God has raised up, of which we are all witnesses. Acts 2:31-33
Him God has exalted to His right hand to be Prince and Savior, to give repentance to Israel and forgiveness of sins.
And we are His witnesses to these things, and so also is the Holy Spirit whom God has given to those who obey Him. Acts 5:31-32

So what does Acts 2:31 have to do with 1 Peter 3:21 , Moving on !!

And we declare to you glad tidings—that promise which was made to the fathers. God has fulfilled this for us their children,
in that He has raised up Jesus. As it is also written in the second Psalm:
‘You are My Son, Today I have begotten You.’
And that He raised Him from the dead, no more to return to corruption, He has spoken thus:
‘I will give you the sure mercies of David.' Acts 13:31-34
