Those are meta tags. The '****'s should be replaced with meta. Meta tags help with search engine indexing and important stuff like that.

the next 2 are still to do with search engines, IIRC, a quick google will reveal their meaning.

the last one specificies the type of the content of the file. this tells the browser that this document is HTML.

the description is still important.... without it, its almost a pig in a poke as to what you site will be described as. Not so much for the search engines, as it is to the human reader. I've seen some bizarre descriptions when people don't use it.

...and make sure when you are doing the descriptions - do them properly otherwise you simply won't have any description whatsoever appearing in the search engines...
