1 Peter 1:22-25 GNB Now that by your obedience to the truth you have purified yourselves and have come to have a sincere love for other believers, love one another earnestly with all your heart. (23) For through the living and eternal word of God you have been born again as the children of a parent who is immortal, not mortal. (24) As the scripture says, "All human beings are like grass, and all their glory is like wild flowers. The grass withers, and the flowers fall, (25) but the word of the Lord remains forever." This word is the Good News that was proclaimed to you.

You are born again, so the scriptures say of Christians, but how did this happen?

It was through hearing the word of God that they came to saving faith through the new birth of the Holy Spirit (Jn 3:3-5), wherein they were raised from spiritual death to eternal life, making them children born of God (Jn 1:13).

All the sons of Adam are born in spiritual death and without eternal life.
They must be born again of the Holy Spirit to receive eternal life, becoming a child of God.

IT was through hearing the word of God that they came to saving faith through the new birth of the Holy Spirit (Jn 3:3-5), making them children born of God (Jn 1:13).
The scripture says it is through the living word of God that we are born again, it does not say by hearing it, it called the word the 'seed' through which we are born, in effect the word is our immortal parent. That is what saint Peter preached, imagine hearing his sermon as he spoke it, the depth and feeling in his words is most moving. Hear what he has to say,
1 Peter 1:13-25 GNB So then, have your minds ready for action. Keep alert and set your hope completely on the blessing which will be given you when Jesus Christ is revealed. (14) Be obedient to God, and do not allow your lives to be shaped by those desires you had when you were still ignorant. (15) Instead, be holy in all that you do, just as God who called you is holy. (16) The scripture says, "Be holy because I am holy." (17) You call him Father, when you pray to God, who judges all people by the same standard, according to what each one has done; so then, spend the rest of your lives here on earth in reverence for him. (18) For you know what was paid to set you free from the worthless manner of life handed down by your ancestors. It was not something that can be destroyed, such as silver or gold; (19) it was the costly sacrifice of Christ, who was like a lamb without defect or flaw. (20) He had been chosen by God before the creation of the world and was revealed in these last days for your sake. (21) Through him you believe in God, who raised him from death and gave him glory; and so your faith and hope are fixed on God. (22) Now that by your obedience to the truth you have purified yourselves and have come to have a sincere love for other believers, love one another earnestly with all your heart. (23) For through the living and eternal word of God you have been born again as the children of a parent who is immortal, not mortal. (24) As the scripture says, "All human beings are like grass, and all their glory is like wild flowers. The grass withers, and the flowers fall, (25) but the word of the Lord remains forever." This word is the Good News that was proclaimed to you.
and then he goes on to say,
1 Peter 2:1-12 GNB Rid yourselves, then, of all evil; no more lying or hypocrisy or jealousy or insulting language. (2) Be like newborn babies, always thirsty for the pure spiritual milk, so that by drinking it you may grow up and be saved. (3) As the scripture says, "You have found out for yourselves how kind the Lord is." (4) Come to the Lord, the living stone rejected by people as worthless but chosen by God as valuable. (5) Come as living stones, and let yourselves be used in building the spiritual temple, where you will serve as holy priests to offer spiritual and acceptable sacrifices to God through Jesus Christ. (6) For the scripture says, "I chose a valuable stone, which I am placing as the cornerstone in Zion; and whoever believes in him will never be disappointed." (7) This stone is of great value for you that believe; but for those who do not believe: "The stone which the builders rejected as worthless turned out to be the most important of all." (8) And another scripture says, "This is the stone that will make people stumble, the rock that will make them fall." They stumbled because they did not believe in the word; such was God's will for them. (9) But you are the chosen race, the King's priests, the holy nation, God's own people, chosen to proclaim the wonderful acts of God, who called you out of darkness into his own marvelous light. (10) At one time you were not God's people, but now you are his people; at one time you did not know God's mercy, but now you have received his mercy. (11) I appeal to you, my friends, as strangers and refugees in this world! Do not give in to bodily passions, which are always at war against the soul. (12) Your conduct among the heathen should be so good that when they accuse you of being evildoers, they will have to recognize your good deeds and so praise God on the Day of his coming.
Saint Peter's purpose is to encourage us to live godly lives of honesty, goodness, and purity, there are the things that we will need when the end of this age comes, and it is through these things that God will see us (in Christ) and judge us.

Scripture consistently points us to God's Means of Word and Sacrament as His active power to give us faith and making us new.

In the Lutheran Confessions we read that there are two effectual causes of our regeneration: The Holy Spirit and the word of God. We understand that the word is not just the spoken/preached word, or just the written word, but is the word connected to the material elements of the Sacraments (e.g. the water of baptism). So in Ephesians 5:26 we can read that Christ has cleansed His Church by "the washing of water with the word"--water and word, together, that's Holy Baptism. Likewise Jesus says in John 3:5 that the new birth is a birth of "water and the Spirit". In Titus 3:5 the Apostle Paul says that it is by "the washing of regeneration and the renewal of the Holy Spirit" that God saves us. Likewise the Apostle says in Ephesians 1:13 that the hearing of the word, the Gospel, sealed us with the Holy Spirit. Paul, again, in Romans 10:17 says that "faith comes by hearing, and hearing by the word of Christ".

It is Word and Sacrament, where the Holy Spirit bears the word--the promises of God--to us and applies them to us, and gives us faith to trust in Christ that consists in us being a new creation, born again, and which reckons us as righteous before God; and in which there is a new man who lives not according to the flesh, but the Holy Spirit, in new obedience aligned with the will of God.

Newness comes from God alone who makes us new according to His power, gifts, and promises; which He accomplishes by His Means and Holy Spirit. That we should be united to Christ in His sufferings, in His death, and in His resurrection, and life.

The scripture says it is through the living word of God that we are born again, it does not say by hearing it,
It does below in 1 Pe 1:23, 25.
Proclamation involves hearing.
And that refers to hearing the word of God (there were no printing presses then).

This is true, but it involves speaking more so.
Hearing is what I am establishing, and with which you agree.

Why are you opposed to the hearing of the proclaiming?

I find the greatest agreement with my Lutheran brethren, as we believe in being born again through the Word and Sacrament, each a part of the miraculous gift of the Lord Jesus Christ, who gives Himself to us, for us, and within us.

The "word"/Gospel Message for you might not be the exact same word for me. We are all at different places and times in our Spiritual growth. The message for those 3000 on the day of Pentecost, was not the same message the eunuch needed to hear at the time. What message do you need to hear and believe that will cause you to humbly accept God's Love (forgiveness) as pure undeserved charity?

Born again is of the sovereign Holy Spirit (Jn 3:3-5), who is as unaccountable as the wind (Jn 3:3-8), and whom you subject to ordinances?

Practices, ceremonies, rites.
God is not limited by earthly practices or substances, yet He provided the sacraments for us to receive His gifts, particularly the Holy Spirit.

The Holy Spirit is received and indwells the Christian at his rebirth (Jn 3:3-5),
which rebirth is subject to nothing but the sovereign will of the Holy Spirit, as unaccountable as the wind (Jn 3:6-8).

Yes, as he is given in baptism, as that very passage says:
John 3:5 GNB "I am telling you the truth," replied Jesus, "that no one can enter the Kingdom of God without being born of water and the Spirit.

Some look for some great sign from heaven to show that they have truly been "Born Again." But it is really just exchanging lordship over your life from yourself to Christ. Once that commitment has been made it is like any marriage.

Once married a new relationship has been born, and one from henceforth carries out decisions with the other in mind. Any bells and whistles is icing on the cake.

But the initiation of the decision takes place in the heart whenever one is confronted with God's word proposing such a relationship. It is like starting all over.

It's like a remarriage after a divorce. It is described as a "New Birth" which, as Nicodemus learned, did not attach any kind of literal significance!

Also we Orthodox would agree with you and @ViaCrucis I feel confident in saying, based on what one finds in, for instance, Orthodox Dogmatic Theology by Protopresbyter Michael Pomazansky, and I think the Anglicans would agree with this also, at least those of a high church or Anglo Catholic disposition, which represent the majority in the US.

You are born again, so the scriptures say of Christians, but how did this happen?

Indeed, specifically we are born again of water and the spirit through the mystery (that is to say, the sacrament) of Holy Baptism. Thus I was born again within weeks of my birth.
