To many, it might. To many others, it doesn't. Definitions are seldom universally shared.
Still if you were to discuss this topic with these "agnostics", I would assert that they also would agree that they are "atheists" under this definition.

Yes, but they would contest that definition. In my opinion we already have a word for what New Atheists desire as the definition of atheism: agnosticism.

Merriam-Webster gives both definitions:

Atheist -
a person who does not believe in the existence of a god or any gods : one who subscribes to or advocates atheism​

Agnostic -
a person who holds the view that any ultimate reality (such as God) is unknown and probably unknowable; broadly : one who is not committed to believing in either the existence or the nonexistence of God or a god​

Then follows an editor's note describing the precise difference:

Many people are interested in distinguishing between the words agnostic and atheist. The difference is quite simple: atheist refers to someone who believes that there is no god (or gods), and agnostic refers to someone who doesn’t know whether there is a god, or even if such a thing is knowable. This distinction can be troublesome to remember, but examining the origins of the two words can help...​

Bad part is I have yet to see an episode of DR. Who. He was great in Jessica Jones however.

You what?! :O Go watch it! There are two episodes I think you should start out at:

Blink - a 10th Doctor episode, the first DW episode I saw, one of the scariest, and the one that got me into the series. It's not linked to one of the more story-arc episodes so you won't feel lost.
Rose - the first 9th Doctor episode and the first of the revival series—it's best to start with this rather than the first of Tennant's because there's a few call backs that make sense if you've watched the 9th Doctor's season, plus Rose is a companion that carries over from the 9th's season into 10's first one.
