28 And Peter answered him, “Lord, if it is you, command me to come to you on the water.” 29He said, “Come.” So Peter got out of the boat and walked on the water and came to Jesus.
When Peter looked at Jesus, he was walking on the water.
30 But when he saw the wind, he was afraid, and beginning to sink he cried out, “Lord, save me.”

Focus on God and not on the problem.

In the beginning, the Holy Spirit hovered over the waters. Jesus walked on the waters. Peter, as a believer asked to walk to Jesus. Jesus did not refuse him. Jesus, the Holy Spirit, and believers are meant to walk upon the waters.
