The government couldn’t step in and tell the private-companies to deliver ballots for free, and is certainly not going to pay for that, (that’d be communism!), so the vote is still free, getting it to the place where it’d be counted, will cost $15.00

Split it up into five or six distinct branches and auction them off to the highest bidders, who’d then compete and push prices down, another win for Trump/Capitalism!
