Ancient Israelites and others in that part of the world assumed the world was flat, and so it looked like the earth is covered by a dome, and the “blue sky” is the “water above” held back by the raqia. The translation “firmament” (i.e., firm) gets across this idea of a solid structure.

If Moses did not know the earth was a sphere and thought it flat then maybe he also thought that the earth completely flooded from his vantage point. When it actually was global sized flood but mainly happening in the northern hemisphere which is where humankind was mainly concentrated at that time.

If all water bodies flooded like the rivers due to excess water from ice melts and rain then most people would have perished as they lived along rivers and oceans. It may have been that the mountains that were covered were local ones.
