Vestigial structures are often touted in support of the theory of evolution, but many evolution-deniers doubt the validity of such structures as "vestigial," arguing instead that they might serve some as-yet-unknown function. Whales, they will argue, do not have vestigial hindlimbs. Instead, these small bones serve to anchor important tail musculature. After all, whales could not possibly have evolved from terrestrial creatures -- that would require the creation of new "information"!
So my question pertains to the discovery of this dolphin with an extra pair of pelvic fins last year:

If God created limbless dolphins (or the dolphin "kind") as-is, perfectly suited to their environment as they are today, does the appearance of these hind flippers signify the appearance of new "information"?
