What are the Eastern Orthodox official prayers about venerating the cross?

I'm not sure what you are asking. Is the veneration of the cross accepted or is there a special prayer used to venerate the cross.

We dedicate a few days throughout the year to the Cross itself. One is the Sunday of the Cross during Lent, and another is the Feast of the Elevation of the Cross in September. On those days we have a few hymns that we sing in commemoration.

"O Lord, save Thy people and bless thine inheritance. Grant victory to Thy people over their enemies [originally it was "Grant victory to the Emperor over the barbarians"] and by the power of Thy Cross preserve Thine estate/habitation/commonwealth."

"Before Thy Cross we bow down in worship, O Master, and Thy holy Resurrection we glorify. (x3)
Glory to the Father, and to the Son, and to the Holy Spirit, both now and ever, and unto the ages of ages. Amen.
And Thy holy Resurrection we glorify.
Before Thy Cross we bow down in worship, O Master, and Thy holy Resurrection we glorify."

Is the Cross given the worship of latria or of dulia?

doula isn't worship, it's veneration.

latria is worship.

we venerate the Cross because we worship the One Who is crucified for us on the Cross.
