Just start a VCD and drag and drop whatever file(s) you want to use, Nero will tell you if it won't work.

You can create menus and stuff, too.

The best MPEG-1 VCD encoder I've used is TMPGEnc. It comes with a 30-day free trial for encoding MPEG-2 for SVCD or DVD. It comes with a wizard that lets you set it up and you can get input plugins to support Quicktime files as well (I mostly use this for the trailers from the Apple site). If you're encoding widescreen video, make sure to let the program know to add letterboxing, if you don't add it beforehand. I've never gotten anamorphic video to work with VCD.

What you're talking about with fitting more than 80 mins on a VCD isn't overburning (and technically, VCDs hold 800MB, not 700MB; there's no need for the data correction on the CD if it's Audio or Video formatted). It's called XVCD, and what it is is an MPEG-1 file that has a lower bitrate than a standard VCD file but using a special header so that Nero (and your DVD player) thinks it's a normal VCD file. Of course, dropping the bitrate will make the video look worse, but it is possible to fit an entire 2-hours+ on it this way. TMPGEnc can do these, but you have to set them up manually.
