Yes, the International business don't pay the tariffs. The USA importers pay the tariffs and they then are forced to raise the retail prices to cover that cost. This all leads to inflation as you have pointed out, not just for those imported goods, but for anything that uses those imports to manufacture other goods.The American "peasants" will pay as business will pass on the cost.
