Not ideal but why would it matter if the have not injured anyone, makeing it victimless, hence no injured party. Would be better than money wasting DUI check points, that violate our rights.
By the same logic a man firing a gun at people in the street would not be prosecuted as long as he missed. He would only be committing a crime if he managed to hit one of them.

Motorists who speed or who drive under the influence of alcohol are a danger to themselves and to others and they should be punished accordingly. They might not have killed anyone yet but they are much more likely to than sober drivers or drivers who stay beneath the speed limit.

It's not the same logic. We already have laws for inchoate (attempted) offenses. If you're shooting at people, you're attempting to harm or murder them and can be charged with that. Speeders and drunks aren't intentionally attempting to hurt anyone.

I don't condone those things, and I have had a relative killed and a friend crippled by drunk drivers.

What's the point? We can change to any number of examples. Maybe we should outlaw conversion to Islam since some percentage of them will become homicidal maniacs.

See now you pick stories where injury occured, now we have a victim and things are different. My friend if we do not compare apples with apples we have a hard time.

So when shooting bullets up in the air you have a way to make sure they won't hit anyone first?

Don't you think the rich guy's lawyers will be better at helping him hide his income from the courts than the poor guy? The poor guy may end up paying more.
Changing the law would exacerbate this, and make society feel even more imbalanced.
It would also encourage other grey income to be hidden more securely. Drug dealers, private contractors who don't write up invoices or charge sales tax.

If it were to be implemented, maybe base it on the value of the car -- if they are willing to pay too much for a car, they have declared they have excess.

Still, it gives the impression that a crime is not really a crime...that justice can be manipulated.
