I think PSYOP may be a bit grandiose to describe what's happening.
I think it's just more of a case where people are growing increasingly resentful of how our government is being run
Which can best be described as "Even if we lose, we'll make sure you can't do anything when you win"
It used to be a little more well-understood that elections have consequences, and you win some and lose some. But somewhere around the mid-2000's, crafty politicians and lawyers have found ways to engage in various forms of "soft obstruction".
As I noted in my previous post, activists from both teams have gotten pretty proficient in the art of forum shopping.
Other forms:
-Stacking certain federal agencies and departments (the 4th branch) with like-minded individuals so that they can intentionally slow-walk or bungle implementation of any new initiatives when a successor from the other team takes over.
-Cash allocation to NGOs at the end of a term, tasking them with grant distribution, so that they can continue on carrying out a person's agenda for months and months into the future, even if that person loses re-election.
