In all of the books that I have read, I have never seen that, I guess it could have happened, I just have never seen it......

In May 1940, France was in the process of completely restructuring, reorganizing, and re-equipping its military. The French air force was right in the middle of switching from the medeocre MS.406 to the D.520 (which was comparable to any German fighter of the day). Many French squadrons weren't prepared for battle in May 1940. If they'd been given an extra two months, the French air force could have kept France as contested air space, rather than allowing the Germans to gain air superiority. The same was true for the French army. The reason why the reorganization was still going on in May 1940 was that it had to be done if the French were to stand up to the Wehrmacht and the Phoney War had created the impression that the static warfare would continue.

Also most of the dictators in those countries were proto-fascists. A number of the German exiles had skills that would help build up their militaries (ex. Adolf Galland, commander of the German fighter force, helped train the Argentinian Air Force). Finally, many of those South American countries had large populations of German immigrants.
