at all כָּל־ (kāl-) Noun - masculine singular construct Strong's 3605: The whole, all, any, every

The sequence/expression, אֵ֣ין כָּל־, an adverb followed by a noun, reads like an idiom. I think its purpose is to emphasize the nothingness. It appears exactly 3 times.

Qoheleth used the phrase to emphasize the cyclical nature of human experience and history.

There is NOTHING new under the sun. Really?

To me, there are genuinely new things. The Qoheleth was speaking philosophically.
