I think if we look closer to the time when the Lord will return, He is waiting for that time, if fact scripture says that all of creation is waiting for that moment.
Jesus prayed for it:

Ephesians 4:11-12 And he gave some, apostles; and some, prophets; and some, evangelists; and some, pastors and teachers; 12 For the perfecting of the saints, for the work of the ministry, for the edifying of the body of Christ:
They are for the maturing of the saints.
Ephesians 4:13 Till we all come in the unity of the faith, and of the knowledge of the Son of God, unto a perfect man, unto the measure of the stature of the fullness of Christ:
Jesus will come for those without sin recorded in their Book Of Life in Heaven. He will have blotted out all the sins that they have repented of.
Heb 9:26-28 but now once in the end of the world hath he appeared to put away sin by the sacrifice of himself..was once offered to bear the sins of many; and unto them that look for him shall he appear the second time without sin unto salvation
Heb 10:1 "...because that the worshipers once purged should have no more conscience of sins" Heb 10:2 The work of the High Priest (Jesus) is on the perfecting of the saints to sin no more, to be in perfect harmony with the will and word of God. "For by one offering he hath perfected for ever them that are sanctified....Now where remission of these is, there is not more offering for sin" Heb 10:14, 18 So when the Day of Atonement is over in heaven there is no more offering for sin, judgment comes (the plagues), and the end of the world.

You see all the Lord is looking for in the final harvest are those who by faith are walking in truth in the last days.
Isaiah 18:5 For afore the harvest, when the bud is perfect, and the sour grape is ripening in the flower, he shall both cut off the sprigs with pruning hooks, and take away and cut down the branches.
Isaiah 26:3 Thou wilt keep him in perfect peace, whose mind is stayed on thee: because he trusteth in thee.
It is in the last days of earths history that the concept that the Lord has wanted perfected in the minds of men, is that it is possible to obey His laws perfectly, through the power of the Holy Spirit, in the example of our Lord Jesus.
Jeremiah 23:20 The anger of the LORD shall not return, until he have executed, and till he have performed the thoughts of his heart: in the latter days ye shall consider it perfectly.
Matthew 5:48 Be ye therefore perfect, even as your Father which is in heaven is perfect.
