Theistic evolution is normally plain ordinary evolution. The reason it's called theistic is because for some people what is in effect a purely scientific model gets combined with atheist ideology. Theistic evolution simply affirms that evolution is God's way of creating new species.

Poseidon asked:

In lamen terms what is it/what does it state about how we got here?

As hedrick mentioned, it's pretty much just plain evolution, with God behind the process.

An easy way to think about it is to compare it to the process from conception to birth that we all went through.

In both cases, the science describes the process, and practically all scientists in the fields agree on the science. In both cases, those scientists include many Bible-believing Christians.

In both cases, the Bibles contains verses that, if taken strictly literally, contradict God's other revelation - the evidence from His creation. For instance, in the case of birth, the Bible says that God "knits us together" in the womb. Since we know that no knitting needles or yarn is present in the prenatal process, which is pretty well understood chemically, we know that the correct way to interpret that verse is as a metaphor. The same goes for Genesis, which can be interpreted as a lesson on the fact that God is the one creating, not as a cookbook recipie of the details of how He created.

A good source for the theology side of the theistic evolution (also known as Evolutionary Creation) is the biologos forum: Home | BioLogos

If you want the details on just a small fraction of the evidence supporting the scientific details of evolution, look here: www.talkorgins.org

It states that God is the creator of all things, and, in particular, that he is the creator of the evolutionary process which eventually produced us.
