1 Corinthians 5:1 It is being told everywhere that there is a terrible sexual sin among you. And, it is the kind of sexual sin that almost never occurs--even among people of the world: Some man is having sexual relations with his stepmother!

Under the New Covenant, is this still a sin and why?

Wrong question, since sin existed both before and after the first covenant was ordained at Mount Sinai and was taken away by the Hand of God. A more germane question would be to ask if this is a transgression of the law that knows only reconciliation by blood atonement?

Another backdoor attempt to confuse the understanding of "sin and the law."
Sin has always been arround fallen man.
Any and all ungodliness is sin. (Rom 1 explains it well)
Law was given when God gave specific commandments to govern certain people.
Why should you confuse when God first gave men the law?

1Cor 5and 6 continue to let us understand how the lifestlye of the Corinthian Christains were far off what is exceptable to God.
The bottom line was this lesson......
1Cr 6:19 What? know ye not that your body is the temple of the Holy Ghost [which is] in you, which ye have of God, and ye are not your own?
1Cr 6:20 For ye are bought with a price: therefore glorify God in your body, and in your spirit, which are God's.
