yes the democrat legal expert Jonathan Turley was on the list only because of Republican request - I stand corrected.

I thank you for admitting your mistake. You'd be surprised how many on these forums simply ignore their mistake and move on to promoting another falsehood.

45 days, according to the Impoundment Control Act of 1974.

2 U.S. Code § 682 - Definitions
2 U.S. Code § 683 - Rescission of budget authority

Yes, it is. That's exactly what the law says.

From the GAO report:

(emphasis added)

https://www.washingtonpost.com/cont...ine-aid/c84e9a1c-8edc-4531-8d34-c00e855d5d7a/

(bottom of pg 4)

No, we didn't. You're wrong.
Another important fact about the law is that not only had the Congress appropriated the aid but that the DoD, Department of the Defense, had certified the release of the funds. Once that has been done the only way to hold the funds for more than 45 days is for the President to appeal to the Congress to allow the funding to be held.

President Trump never notified Congress that he wanted to hold the aid to Ukraine in the spring of 2019 before the DOD certification. Giuliani was already busy in Ukraine for the President. If he was really concerned about corruption in general or even the corruption relating to the Bidens or Crowdstrike wouldn't he have addressed that with the DOD and DOJ before the DOD certified the release of the funds? In fact, he never notified Congress about withholding aid to Ukraine. He never appealed to Congress to hold the funds. He broke the law.

When he held the funds for the Northern Triangle countries, in June 2019 he notified Congress, why didn't he with Ukraine?

I'll let you have your way of thinking.

That is kind of you to allow me that.

The United States Constitution provides that the House of Representatives "shall have the sole Power of Impeachment"

true and it gives the Senate the sole power for trying the case for the accusation/charge made in the impeachment - to see if it is just partisan political antics or if it has actual substance as an impeachable charge serious enough to remove the President.

in fact he had no intention of doing so .. it was momentary delay in the process - not a decision to stop the purchase of military hardware that Obama was not allowing during his term.

Republicans are the ones who are not acting in a bipartisan manner.
In the House, they should have evaluated the facts at hand. Instead, they introduced the "so what" defense.
So, he bribed Ukraine? So what? So, he left a nation struggling to protect themselves against our enemy, Russia, because they were ethical enough not to play along with him? So what? So he prevented witnesses from testifying and refused to comply with subpoenas? So what? So he appointed an Accomplice General to shield him from prosecution? So what?
With every "so what" Republicans are shredding the Constitution and destroying any faith Americans might have in their party and in individual candidates.
I think of J. Edgar Hoover...I don't know what's up...does Trump have huge dossiers on every single Republican Senator that can destroy their careers? What hold does he have over them?

What the President held had nothing to do with the weapons that Zelinsky said they were planning on buying from the US.
