Of course he does.Clement does speak with force. There are plenty of letters with just as much force which are not from Bishops of Rome but are not used as examples of their primacy.
Clement never once asserts the primacy of his office. He has ample opportunity, but does not.
Corinth was a Roman settlement in the middle of Greece, the original inhabitants having been put to the sword or sold into slavery after a failed uprising. The city had been rebuilt and populated by Romans. Their cultural ties were with Rome, they had regular trade and hence, regular correspondence with Rome. The Church in Corinth had strong ties with the Church in Rome, both having been established by Paul, and they would have known Clement well as he had been a close companion of Paul's on his missionary journeys. It was also likely that many in the Church in Corinth had fled there from the persecutions in Rome.Many bishops spoke with authority to those within their juridiction. They did not speak with authority to those outside their church or to Rome.

This is particularly important. Notice that Irenaues said that Rome has authority, undoubtedly a controversial view but he certainly felt that way as did others at that time, but look at the reason why. Not because Peter had a specific successor but their adherence to the Apostles teachings(which we also believe as well, this is preserved in the Bible). Notice also Peter and Paul.
They did not write to Rome asking for advice, they wrote asking for a decision, and that is exactly what Clement gave them. Your point?

For what it is worth... the role of a Pope is to be a servant of servants. He is a servant and not a dictator. Many people do not seem to grasp this.

James is cosigning what Peter said and decided already. If the President told the Nation that we are going into Afghanistan to fight the war on terror and then the vice president adds his two cents as to why it is good then that does not make the vice president the president. Now does it? And would it make sense for the vice president to say we are going to war and then the president say "yeah that is a good idea glad you decided that mr vice president". Of course not and yet that is how you are twisting this passage of Acts.
