XP released its second major service pack two years ago so I think it is pretty safe to say they have worked the major kinks out of it.
I have XP on all my computers and love it. It is a huge improvement over the 9x/ME family and also significant improvement over the NT/2000 family.
Even if your computer is older, you should still see performance increases despite the fact that XP is a larger program than 98. They added some pretty nifty optimization features to XP.
Being a guy who works in Unix environments, I shouldn't be pimping XP but having endured so many years of torture in the 9x family, XP was a breath of fresh air.

Linux is far superior to Windows in stablity. However, if you aren't too computer savy, stick with Windows because it is still superior in terms of user friendliness and compatibility with popular software. Although the newer ones may be improved.
If he is really frustrated with Windows, a Mac might be a consideration for your new computer since I believe Mac OS X runs on top of a UNIX. It might take some adjusting and will cost a bit more, but the stability and usability are loved by Mac Users (my sister is one).
