The Paraclete was released if and only if Jesus died.

The Holy Spirit permanently dwells in a person after Jesus' death on the cross.

Let proposition G = Jesus goes away.
P = The Paraclete comes to us.

John 16:

7 But very truly I tell you, it is for your good that I am going away. Unless I go away, the Advocate [Paraclete] will not come to you;
¬G → ¬P

But if I go, I will send him to you.
G → P

Therefore, P ↔ G. The Paraclete comes to us iff Jesus goes away.

John 7:39 affirms a similar concept:

Now this he said about the Spirit, whom those who believed in him were to receive, for as yet the Spirit had not been given, because Jesus was not yet glorified.
The Holy Spirit filled some OT people. Why was the Paraclete only released in the NT?

Only after Jesus' sacrifice could his blood cleanse a person's spirit vessel to open it to receive the Paraclete dwelling in him. Only after Jesus' cross are believers sealed with the Paraclete (Ephesians 1:13). Before that, some OT people had the Spirit in their mind and emotion faculties, but not in their human spirit.

In John 16 and Acts 1 - Jesus was talking about the Pentecost outpouring

Acts 1:
4 Gathering them together, He commanded them not to leave Jerusalem, but to wait for what the Father had promised, “Which,” He said, “you heard of from Me; 5 for John baptized with water, but you will be baptized with the Holy Spirit not many days from now.”

6 So, when they had come together, they began asking Him, saying, “Lord, is it at this time that You are restoring the kingdom to Israel?” 7 But He said to them, “It is not for you to know periods of time or appointed times which the Father has set by His own authority; 8 but you will receive power when the Holy Spirit has come upon you; and you shall be My witnesses both in Jerusalem and in all Judea, and Samaria, and as far as the remotest part of the earth.”

John 3 - Christ said that all OT scholars should know that one must be born again by the Holy Spirit to go to heaven.

5 Jesus answered, “Truly, truly, I say to you, unless someone is born of water and the Spirit, he cannot enter the kingdom of God. 6 That which has been born of the flesh is flesh, and that which has been born of the Spirit is spirit. 7 Do not be amazed that I said to you, ‘You must be born again.’ 8 The wind blows where it wishes, and you hear the sound of it, but you do not know where it is coming from and where it is going; so is everyone who has been born of the Spirit.
9 Nicodemus responded and said to Him, “How can these things be?” 10 Jesus answered and said to him, “You are the teacher of Israel, and yet you do not understand these things?

1 Pet 1:11 OT prophets sought to know about Christ's first coming as "the Spirit of Christ WITHIN them was indicating"
Ps 51:11 "take not thy Holy Spirit from me" -- David shows the prayer of one who truly repents of sin EVEN in the OT
2 Pet 1:20-21 "holy men of old moved by the Holy Spirit - spoke from God"

Moses and Elijah stand with Christ in glory in Matt 17 - because of the new birth work of the Holy Spirit in their lives on Earth.
Salvation without the Holy Spirit would be "another gospel" not the New Birth of Jer 31:31-34 Heb 8:6-12

Christ's teaching in John 16 is not that the new birth work of the Holy Spirit did not exist before pentecost, but rather that a "baptism of the holy spirit" event would take place then - that had not happened before.

Acts 1:4 WAIT for the pentecost outpouring of the Holy Spirit that Christ had promised in the gospel accounts

====================

Rom 8:4-10 says there is no such thing as the Matt 17 changed life of Moses and Elijah apart from the indwelling personal work of God the Holy Spirit granting obedience and the sanctified life. Not even possible for one without the Holy Spirit according to the "one Gospel".

Rom 8:
He condemned sin in the flesh, 4 so that the requirement of the Law might be fulfilled in us who do not walk according to the flesh but according to the Spirit. 5 For those who are in accord with the flesh set their minds on the things of the flesh, but those who are in accord with the Spirit, the things of the Spirit. 6 For the mind set on the flesh is death, but the mind set on the Spirit is life and peace, 7 because the mind set on the flesh is hostile toward God; for it does not subject itself to the law of God, for it is not even able to do so, 8 and those who are in the flesh cannot please God.

9 However, you are not in the flesh but in the Spirit, if indeed the Spirit of God dwells in you. But if anyone does not have the Spirit of Christ, he does not belong to Him.

The idea that Moses and Elijah stand in glory with Christ in Matt 17, perfect sinless saints -- but only "in the flesh" and without the Gospel work of the Holy Spirit for the lost sinner -- is contrary to the one Gospel of Gal 1:6-9, which was "preached to Abraham" Gal 3:8

ALL the giants of faith held up as examples for NT saints to follow in Heb 11 - are OT saints. The idea that they did all that in their old fleshly sinful nature without the born-again experience and work of Holy Spirit - is "not the gospel" of Gal 1:6-9. It would have to be "another gospel"

I am having trouble understanding your point. Can you quote my words and contradict them?
The outpouring of the Holy Spirit was unique - it had never happened like that in all of history. Eph 4 says that when Jesus ascended to heaven He gave "Gifts unto Men" and that is talking about the 1 Cor 12 Spiritual gifts.

But if you conflate that particular work of the Holy Spirit - with the work He does for all mankind in causing the New Birth and the Rom 8 difference between the saved and the lost -- then you have only lost people in all the OT and salvation not even possible until Christ goes to heaven, which violates a ton of texts in Heb 11, in Matt 17, in Rom 11 ... etc
