I suppose it could be the practice in some dioceses, or even an entire province, to omit the creed during extended services such as baptisms, weddings, and funerals, maybe to cut down on the time the service is taking up. I've never seen it done here, but that doesn't mean it's not a possibility elsewhere. There's also the possibility that there might be a liturgical regulation that I'm not aware of which permits this during extended services; I thought you were talking about regular morning Masses, not weddings and funerals.
Frankly, I've never been a big fan of scheduling baptisms during regular Masses. One parish I attended used to schedule as many as six babies at a regular morning Mass, which effectively added anywhere from 20 to 40 minutes to the Mass. I realize that idea behind this is to emphasize the community aspect of the parish, but it can also annoy a lot of people, especially those unfortunate souls who have to work on Sundays. Baptisms do not have to be scheduled during Mass, by the way----they can be scheduled right after Mass, or even at a totally different time, the way it used to be done way back when. Funerals and weddings, on the other hand, are a different matter. For Catholics in good standing who wish to have a Catholic service, Mass is part of the deal.
