That’s a lie sir. And I don’t even know where Latin fits into the picture. He was fighting the Latins.He didn't 'inherit' anything. The Russian principalities had contact with the Eastern Roman Empire and so knew Latin from them, and when Ivan became the leader of Muscovy and began to expand his power west, he needed a title to legitimize his rule. Since he knew the Latin term, he took that and Russified it to fit the Russian language.
