Does "Jesus is Lord" mean that Jesus is God (along with the Father and the Holy Spirit) and that He's the Lord of all creation?
Yes and that one will obey him as he is your Lord.

The question is what the original writers intended. Would they have chosen a term already given to God unless they fully intended to do so and owned the implications? Would John have written that "the Word was God" unless he meant it? No. They knew what they were writing and the implications thereof, and they meant what they said; otherwise they would have chosen a different term.
