The quote in the OP of "emancipation followed by immediate deportation" is a paraphrase of something Lincoln said more than once, but he was actually referring to what Thomas Jefferson had written years earlier. Lincoln's Cooper Union speech given in New York in 1860 contained this sentence:

"In the language of Mr. Jefferson, uttered many years ago, "It is still in our power to direct the process of emancipation, and deportation, peaceably, and in such slow degrees, as that the evil will wear off insensibly; and their places be, pari passu, filled up by free white laborers. If, on the contrary, it is left to force itself on, human nature must shudder at the prospect held up."

I have sat in that Cooper Union hall, trying to imagine myself there during Lincoln's address. What I wouldn't give to have been present at such important events.

I think it's nearly impossible for us to understand today how difficult it must have seemed to politicians of the time to deal with the inevitable end of slavery in any decent and organized way. The conditions of the importation and treatment of slaves made it virtually impossibe to consider simply emancipating them. It seemed it would creat disastrous chaos for the entire country, including the slaves, who were utterly unprepared for instant emancipation. It seems completely immoral today, long after the Civil War, that they would consider such methods, but perhaps at the time it was discussed as just one alternative.
