The holy root; the cultivated olive tree

Romans 11:16-24
Been thinking about this question on and off for a while.

The root of this olivetree is holy (v16).

Now as we read that Gentiles and ethnic Israelites are being grafted into this tree (along with being broken off because of unbelief), does this root/tree imply that it is made up of what is called by some "the invisible and visible church"?
i.e. this tree has within it the elect and the non-elect?

Is it correct to view holy here, as meaning set aside for God's favour within a strictly covenantal people idea, and thus it follows that within the covenant there are true believers and non (who nevertheless receive good things from God for a time)?

I once thought this tree picture contained within it only the heart converted, but now I am not so sure.
