In the OT, God says that it is "him" that is coming against them with all kinds of bad things as punishment, but what's really going on is:
About the punishment, it is actually God handing them over to their enemies, (begrudgingly I might add) who are Lords of sin and death in this world, but God is taking responsibility by saying it is him doing the punishing since he is "allowing" it to happen, but what is actually going on is there is an audience of angels and an adversary (Satan) parading around making legal arguments questioning God's judgment with all the holy, righteous angels watching, and Satan is trying to sway as many of them as he can...
So we're made a legal case in heaven as Satan tries to cause holy angels to question God's judgment (with us) and rebel with him (we see this in Job 1&2) but God is taking primary responsibility since he "could" put a stop to it... But only if he "forced" them all and violated their free-will, in which case he would look like a tyrant...
Sometimes we feel like chess pawns due to this... Another reason especially in the OT that God says it was him doing it, when it was actually him allowing our enemies to do it, is because he was taking responsibility for him "allowing" it to happen, but another reason is because he knew that if our focus became learning all about Satan, that focusing on him and his ways, can more deeply defile us and our propensity to sin more would increase, the more we focused on him (Satan)... He didn't want us getting to know "the deep things of Satan" (Revelation 2:24) so as not to make him our focus and we become more defiled...
Our focus should be on The Father God and/or Christ, not Satan,
The divine power-play going on in heaven...
