I don't think intelligence is necessary. My preferred understanding of information in philosophy is that outside the context of an interpreter that can interpret it (which need not be intelligent), it is just data which, in itself, has no meaning. Once it reaches an interpreter for which it has meaning, it can be seen as information, and can be interpreted (this is obviously different from what information means in physics). IOW information is data that has meaning to some system that can interpret it.Information itself cannot misinform, intelligence uses information to misinform, either deliberately or accidentally. Intelligence can also misinterpret information, either deliberately or accidentally.
Intelligence can also use information to convey the truth, thankfully

Interesting article though! vitrification seems particularly complicated, but even the water to ice or ice to water phase change takes some careful thought.

That aside, it's not as though some men came up with the idea that the words of the Bible might be what God intended. The Bible itself states that this is the case.
