Colossians 1:23 if indeed you continue in the faith, stable and steadfast, not shifting from the hope of the gospel that you heard, which has been proclaimed in all creation under heaven, and of which I, Paul, became a minister.

A bit misleading here, the translation (not the interpretation as here) is: the gospel was proclaimed as a past and finished act to every creature under heaven...implying the interpretation that every created creature or person, heard it when it was first proclaimed.
